A loading dock has a problem that is easy to overlook until you are paying for it: even with a good dock leveler and a fast door, there is a gap between the back of the trailer and the building. That gap lets in weather, dust, insects and outside air, and lets out conditioned air — for the entire time a truck is docked, which can be hours. Dock shelters and dock seals close that gap.
The two terms are often used loosely, but they describe two approaches:

Because a truck can be docked for a long time, the total open-gap time at a busy dock adds up to far more than the door's own open time. That is why sealing the truck-to-building gap often saves more than optimising the door alone.
A dock shelter or seal does not work in isolation. It is one part of a loading bay that also includes the dock leveler (bridging the height gap between floor and trailer bed) and the door itself. Specifying these together — door, leveler and seal sized to the same trailers and traffic — gives a dock that is weatherproof, energy-efficient and safe. Yes, if trucks dock for any length of time. The door seals the opening when closed, but during loading the door is open and the gap between building and trailer is exposed. The seal or shelter closes that gap while the door is open and the truck is in position — a different job entirely.
Both wear at the contact points from repeated trailer impact and abrasion. Foam seals compress over time and eventually need replacement; shelter fabric abrades at the edges. Life depends heavily on traffic and on how accurately trucks reverse in. Both are serviceable rather than throwaway.
